Is it legal to dock an hour of pay for a small fraction of an hour in lateness?

Depends on how small the fraction is. If you were five or ten minutes late, no it's not legal. If you were forty-five minutes late, then they can dock you.
The state's laws are all different on this one; and did you check your employee manual?
yes they can if you didn't work for that hour, but if you worked part of it, then you should get paid for the minutes you worked.
where i work if you 1-14 min late they dock ya 15min 16-29 dock ya 30 min and so on .so i guess its legal some places if your 5 min late they can just send ya home and count it against your attendance
Check your employment contract, and if you dont have one, get one
YES IT IS IF YOU'RE LATE YOU CAN NOT BE ALLOWED TO EVEN CLOCK IN. WHY DON'T YOU GET UP EARLY ENOUGH TO GET TO WORK ON TIME AND THIS WILL NOT BE HAPPENING. I WOULD FIRE YOU IF YOU SHOWED LATE TO WORK FOR ME. THAT TELLS ME THAT YOU DO NOT GIVE A DAMN ABOUT THE COMPANY OR YOUR JOB.
