You do not need a consultant but most companys do use one.
To become ISO 9001:2000 registered, your organization will need to implement a Quality Management System that complies with the requirements of ISO 9001:2000, run that system and collect records, then have a 3rd party auditor, called a Registrar come and audit your system.
