There should be a state government agency that pays for day care cost for parents of toddlers who falls under certain income limitations. You should get qualified to take those toddlers. My neighbor (different state) did that and she was busy.
Strive for excellence then it would be word of mouth, maybe a little advertising--you are in the right business for word of mouth.
I would simply place an ad in the classifieds of your local newspaper stating loving child care in your home. Its inexpensive and alot of people look there when they are looking for childcare. Worded properly it should work great. Good luck with your advertising and your new business.

craigslist seems to be a good place to advertise. Give it a try.
