What size font must a validation notice on a collection letter be?
Answer:
Size 12 is the most common (for any kind of business letter).
Most documents are done in 12 pt Times Roman Font. It's easy to read, and the size allows you say quite a bit on the page.
My work uses Arial 11
Font size 12, unless it's just a bit too long then maybe cheat with an 11. Times New Roman is the acceptable font. Consider sending the notice as certified/return receipt required it may not be needed, but it lets someone know you're serious.
To collect money. Don't use any font. Let a collection agency do the dirty work for you. Dunn and Bradstreet.

As a small business owner I find letting other people do the dirty work keeps me on better terms with my clients when they choose not to pay for my business services.
D&B will do the collection on a contingincy basis of 28% of the collection amount. They charge a $15.00 fee to set up the collection process.
