Go to your paypal account and you'll see the tab to send an invoice to the buyer's email address. Providing they have a paypal account, they simply email the payment and you're done.
You can send and have money sent to you via Paypal, without having an eBay transaction.
Heck, you could send me money right now, and eBay wouldn't care or mind. ;-)
