How do you fix a leaky basement that is block?

Take away the moisture. You dig a hole about 3 or 4 feet down outside the wall and install a small sump pump. There are DIY manuals on how to do this or just ask your local Home Depot or Lowe's guy. When it is dry you can also use a paint-on cement sealer on the inside of the basement block.

I would try a sealing compuond inside and out if you can. I truly cannot think of the name of the product, but when faced with a similar stuation, we used a product originally made for roofs, it was white, applied with a mob, and was like rubber. It did a great job, and only one coat was needed, we did this on the inside and out. I would worry about water causing damage to the overall strength to the brick/mortar if not protected.
The first thing you need to determine is where the water is coming from. Is it rain run-off? Are you located near a river, or spring?

If it did not leak in the past and then started to, a good assumption is that you have problems with the downspouts formt he roof. This could easily be fixed by digging up the old downspouts, and digging a trench away form the home, and attaching the downspouts to a plastic corragated tube which funnels the water away form the house.

If the water is coming from a hillside you may want to dig a french drain (dig a ditch, with a non pourous half-pipe, fill with gravel) around the perimeter of the house to divert the water away form the foundation. Along with this you would want to raise the slope of the yard so that the water runs away from the house.

If it general high- water table then you may want to dig the soil away form the foundation and paint the exterior with a water-proof paint/covering. There are other products out there that will work as well besides paint and provide a water barrier.

I would suggest that you solicite the advice of a contracotr . they can help you identify the problem. You could do this under the guise of awarding them a contract or better, be upfront and pay them for their advice. This would give you the best informaiton and some good insights of how to solve the problem.

Unitl you identify the source ofthe problem it is hard to determine the best way to solve it.
First thing anyone should do is go outside, make-sure you have the ground highest at base of the building, sloped away so that water flows away from house/basement. Check to see that gutter is taking water away from house.
There is always a chance that the water level could be high for other reasons but start on the work of a better grade, warding it all away from the house before you spend money on hiring someone to check this problem. If this does not work then call a pro.
