I suspect that you work for an operation which is small enough that the thief is likely to figure out who the snitch is. The situation is difficult to report if you fear retaliation. Your duty to your boss and yourself is to implicate the thief . . . except that. . . if you have no evidence, you have only your word against the thief's.
I know an excavator who was aware that an employee was stealing gas every evening by pumping it from the company pump into his car. One day, when the gas tank was near empty, he drained it into the companies machines and put fifty gallons of diesel into the tank. When the thief filled his car and drove off, he got only about a half mile down the road. The boss already had his severence paycheck written and drove it out to the stranded car. The boss told the guy, "Well you s h i t, I guess that's the last time you steal from me. You're fired. If you come back and screw with me or my stuff, I'll cut off your hand or whatever else is sticking out." The thief was not heard from again.
Your thief must be reported but evidence is needed. You can mail the boss a simple but complete report of what you know to be facts relative to the thief's activities. Type the note and do not sign it. Let the boss have a chance to catch the guy or involve the police. Your place is to simply let the boss know what is going on and who is guilty. beyond that, it is your bosses place to correct the situation.
Find a concrete and solid evidence to nail the culprit (ie. photo or hidden video camera, credible witnesses, etc.). Send all the collected evidence to the concerned authorities in the company for appropriate action. As much as possible, be anonymous and avoid exposing yourself in danger.
