Knowing the current 'experts', timeframe, customer expectations. All of these are #1 on your list
Weekly calls, prioritization of migration.

Start at the end... What is your goal for this project, how should it look when complete?
What stages will you need to go through to get to this goal?
List these in the format of a Tactical Implementation Plan, listing every step in detail with timings.

I work in IT, so this may not hold for your needs, but the way we prefer to do it is to get all the requirements together on one (sheet, whiteboard, spreadsheet, whatever) and decide on a cronology for the change. Make sure all the decision makers are a part of this meeting though, otherwise, midway through the project, something will be changed.
