I know you could go to the BBB, but how do you do that when you're not even too sure where the company is domiciled? If you pay with PayPal or a credit card, is there anything else you can do?

You can lay a complaint through PayPal if you are not happy - they should then launch an investigation - if paid for with credit card you need to take complaint up with the CC company - takes a while but sometimes is worth it
You can always go to the consumers protection center if there is an office in your area and report the incident. They are always willing to help.
