Credit Card problem?

So I received a paper that said that I was pre-approved for a Visa card and just to send it back so I did. When I received my card, it had a sticker on the front that said "Call today to activate! For your security, cards not activated within 14 days will be closed" So before I activated the card, I was reading the Fine Print and found out that the APR was 23.90%. I thought that was WAYYY Too much so I decided not to activate it and just placed it inside my drawer. Then about 3 days after I received my card, I got a bill that said that I owed 74.75 for opening an account. Then Yesterday I received my pin number and the card said that my card was already sent to me, and that if I had not received my card, to call them. I haven't used my card. My question: Will they still charge me, even if I didn't activate my card, or should I just wait the 14 days to see what happens?? Thanks!

They can charge you, even if you didn't activate the card. By opening the account, they are able to charge your account.

Call them and tell them that you want to close the account. Follow it up with a letter confirming that you want to close the account. Send the letter "Return Receipt Requested" so that you have proof that they received your request.

Do not send pieces of the credit card back to them in the mail - they can be stolen out of the mail and used fraudulently. Besides that, just sending back the credit card pieces doesn't provide any indication of your intent. Do you want them to send you a new card because you accidentally cut it up? Or do you want to close the account? So if you send the card pieces, you have to write a letter telling them your intention anyway.

In the future, read the fine print on the offer before you send in the application.

Some credit card companies consider the account "OPENED" when they approve you and send you the card. Since you signed the application they feel as if they have done their part and what you do with the card is your business.
I would definitely call them.be proactive and not reactive.
Ask them if there is anything that you can do to remove the charge and if closing the account will remove that charge.
If not then my advice would be to PAY the fee and use the account and pay off the balance every month.
The reason that you have an apr at 23% is because you have not been proactive in your other credit issues. TOday is a new day and you can turn this negative into a positive and by this time next year, you will have an APR of 9%.

I dont think they can charge you for anything you didn't sign for. just ignore it or call them and explain . I never heard of anyone having to pay for that.

Just call them and tell them and find out how their policies work. There are so many out there, who knows, the fine print may allow them to do this, but they themselves say on the card it isn't activated until you call. But it's not the kind of card I would want to have. The interest rate only matters if you plan on carrying over a balance, which you shouldn't do anyway so the 23% is not necessarily relevant. But you need to call them. Stay calm with them and explain your problem. I've never had a charge to open an account so something doesn't sound right, and again, I just wouldn't want a card like that.
