you can have a card when you are 16..but it is an additional card that accesses an adults account...say for example your parents have a visa they can nominate you as an additional cardholder...
on your own you need to wait until you are 18..
As you are a minor you do not have the legal capacity to make the required contract with the lending firm.

You wouldn't want a credit card unless you had a steady income-- more than allowance too.
However, you can open a bank account and get a debit card, with your mom's approval. So then you can learn to balance a checkbook, and you can use a debit card, which is kind of fun. :-). You just deposit your allowance into the account (or whatever money you make from other stuff) and you can use the debit card.
