Yes the government changed the law a few years back to make it easier for people with poor credit to open bank accounts.
Try running a search on the internet, I saw an advert recently where the company (only worked with poor credit) was able to open a bank account in your name with a debit/cheque guarantee card and cheque book for just £29.95. Unfortunately I threw the advert away, but you should be able to find details on line.

to clear your bad credit all you need is to get a credit card, you might get refused few times, but keep trying. Then use it for six months, make rrgular payments, and your credit will be as good as new. Good luck.
You should be able to obtain a basic bank account whatever your credit problems. Most banks offer these - they are the same accounts as they give to 16 and 17 year olds who can't have credit. You can find a list at http://www.fsa.gov.uk/consumer/02_how/ba.

You can only be refused from opening a checking account if you have had checks returned to NSF and have not paid the fee's to your previous bank. If you still have an account open at another bank with a negative balance due to bouncing checks you can be refused from another bank until you clear this up.
Bad credit just means you can't get a loan without a cosigner and sometimes not even then. Also you may not be eligable to get a credit card from anyone either.
You can get something called a 'basic bank account'.
The high street banks offer them, but may still refuse you of your credit rating is that bad. The Post Office will let you have a Basic Bank Account no matter what rating you have.
(Basic bank accounts were brought in by the government when they started to insist people had their benefits paid into a bank account. Loads of people turne dround and said 'I can't open accoutn with my poor credit rating'. Thus 'basic' bank accounts were born & the Post Office will take you come what may.)
as far as Indian banking is consider they go with the RBI guidelines and the documents specified by RBI for a/c opening.Its not at all mandatory to reveal ur banking history
This can cause problems, most banks offer a basic account without switch or cheque book, but if you're having real problems, you can have an account with the post office. Much the same as a bank account and you still get a cashline card to make withdrawals.
We do not run a credit check when opening checking and savings accounts for new customers. We do, however run your name through a program called "Chexsystems" that will let us know if any other financial institutions have reported you for account abuse, such as NSF activity or Debit Card abuse. its a strange thing, you cant open bank account with poor credit history, yet you dont want credit. even weirder they want 18 million forms of ID and proof of address, but they dont want them to give you a credit card.. you go figure..
anyway to answer the question - Nationwide do a flex-account. it is a cash point only account, but does allow you to do standing order and direct debits. furthermore they give you a sort code and account number so its easy to set up aforementioned standing orders and direct debits. and you can do online banking with it, so it is to all intense and purposes a bank current account, just with a building society. and they wont care about the credit rating other than to refuse you a cheque book with it, i know because they gave me one when i was bankrupt.
