Can a collection agency place a lein on your house for $850 in California?

It was a Sears credit card debt of $300 from 2003. Now a collection agency has the account and said if I dont pay in full, they will put a lein on my house. They will take a payment of 650, but I cant make payments. Can they do this?

Not until they get a judgment against you. Then, it depends upon homestead exemption laws in CA. Odds are they are trying to scare you (and are using a tactic against the FDCPA) to collect their money. If you want to settle with them; fine---just make sure you get the settlement offer ahead of payment and in writing.
If you can't pay the settlement offer in full, usually a partial payment will get them off your back for awhile, but only for awhile. Do not give them your checking account info or credit card info to allow payments over time unless you are sure of what you are doing.
they have to have a court s permission. sometimes they are tricky how they did court and you dint know.
but find out and do all in writing no calls.

and write to them now and see about a credit counseling agency to find and fix all issues use www.hud.gov or the state site and get an approved agency..
beware not all of them do a good or cheap job either..
collection agency without A COURT ORDER THEY CAN,T DO ANYTHING the only thing they can do is bark like dog,s and threat you only if from the place sears want there money they will take you to court sear cc chose to sell your account to a collaction agency for penney on the $if they can collect bottom line no they can,t the sear,s cc acct is dead and the coll agency can,t go to court if you want to pay please pay direct to sear cc dont deal at all with the coll agency they aready report you to the credit comp
I do not live in USA, but from ur question i can understand very well what is going with U.

First and Foremost file suit against the collection agency for threatning you. Go to a lawyer he will advise U. Also file a criminal complaint in the local police station.

Nobody can take ur house for mere 800 or 1000 dollars credit due.

Tell ur collection agency U have no business with them.

In India too the credit card companies are bringing the same culture and are hiring goonadas, criminals convicts as well retired police officers at fancy salaries to threaten people on credit card dues. However they were not that successful like US. But many suffered.

You must know one thing even in USA also there is no way a credit card company threaten like this. If u default they can only proceed thru a civil suit. What do u expect out of a civil suit and how ling it will take. That is why they adopt such strategies to scare U.

You better bug them to the ground and ask them to follow the laws of the land. For this your lawyer will help U. He may even make things work in ur way, like either write off of the due amount or one time settlement of 50% of the dues or intalment settlement with good discounts and things like that etc. NOw stop dealing with collection agency. Tell them straight away, you have no business with them. Do not think I am joking UR own American laws say that. Go Check with ur lawyer.
