What is the best credit card with the lowest APR for a first-time card holder?

Answers:
Unfortunately, this isn't as simple as you'd like it. Because credit card companies will solicit you based on the FICO/BEACON scoring method and they will offer you an introductory APR. You want to go with something like 0% for a year, then a FIXED APR after that, and preferrably a card with a good rewards program. Because they use your scoring to determine offers that they'll send you, I can't say which card is best, because that's going to depend on your credit. Beware: even if credit card companies offer you what seems like an amazing APR, read the fine print--it'll state that if after the credit check they don't feel they can offer you that, you'll get a different offer. If that's the case, either don't apply for it or don't do anything until you find out what the true offer is. Always go for a card that has no annual fee.

PS: Please don't use the other guy's advice and try HSBC. They have the worst customer service EVER. Citi, Chase, Discover, and Providian have been the best I've ever had.
the don't get credit and save your money in a bank account until you can afford to purchase card.
Get one with no fee if paid in full. Read the DETAILS very carefully.
Discover? it pays you to use it.
If you've never had a card before, you might want to go to HSBC's website and try the card selector to see what you would qualify for. Also, do you have a local credit union that you could join and try for a credit card through? I have numerous cards, and my CU cards always have the best rates.
