Can you trim back on your grocery bill? Don't buy large bulk items. While having enough ketchup on hand for a year sounds great, it won't put french fries on the table. Buy store brands, check sale flyers constantly, cut coupons. Stop buying bottled water, sodas in cans, large bags of chips and so on.
Lower your gasoline usage. Seriously look at your driving habits - can you combine errands, pay bills online, carpool or walk more?
Eat out in restaurants less.

Since you've had $18,000 in credit card bills in the last 9 months, it seems you don't have a repayment problem..you have a spending problem.
Cut up those cards and pay as you go.
