Is there a Federal or State of California agency to report complaints against Credit Card companies?

My credit card company (Capital One) has incorrectly charged me late fees. I have tried to discuss with them, but they are inflexible -- basically, it's "do what we say, or we'll ruin your credit". Is there a State (California) or Federal Agency that oversees credit cards companies and handles consumer complaints?

You need to dispute in in writing and if they have been rude. Remind them of the Fair Credit Reporting act.

In writing Say something like Under the Fair Credit Report Act. I am dispute the late Charges. I have paid on time show your prove. Remind them that they can not report you account delinquent or send it to a collection agency while this is under dispute. Remind them that they can not harass you under the Fair Credit report Act or try to collect this amount while it is in dispute.

You could sue them for $1000 if they do not follow your request.

Whatever you do. Do not pay them unless they can prove you were late.
