I want to wire-transfer from my checking acct. via Western Union, Money Gram, ect. Who provides these service

I do not possess a Credit Card or ATM/Debit card and need to wire $ via Internet or telephone. I need to purchase an pre-paid Visa/MC as well using my bank's online banking services.
