Is there a way to "red flag" the credit of a mentally ill family member?

When my family member is "ill", his spending is totally out of control, increasing the debt load we already have. He will apply for credit cards and run up the ones he already has. It is unneccessary, when he is "well" again he always regrets the spending. Is there a way to flag his credit, so he can't apply for new cards without someone cosigning? Is there any organizations that will help mentally ill manage their finances? He is on disability.

Answers:
When he is in one of his lucid states, have him freeze his credit with all three credit bureaus.

This will stop him from applying for more credit but will not keep him from using the credit he already has.

If you can get a legal power of attorney, you can do this for him.
You could apply to be his caregiver, and would be able to control his spending, this way. Allowing him an "allowance", and the rest of his money, for bill paying, and food etc. There are organizations that help the mentally disabled, live on their own, and help them with their finances. Contact the mental health dept in your county, resources should be available there.
Call the individual credit card companys. I am sure there is a way with proper documentation.
You should contact the 3 Credit Reporting Agencies and ask their policy / procedure.
I don't seem to get quite that manic anymore, but when i think I am getting manic, i give my wallet and car keys to my husband. is he eligible for a social worker? I have one, although I have to say she hasn't been all that helpful on the spending issue. Usually someone else takes over the finances with a durable power of attorney or something.
