Pay all your outstanding debts off as soon as possible by making payments above the minimum. Once they are down to zero, use one of your credit cards to make purchase, but them off as soon as the bill arrives. Don't wait for the payment due date. Yes, this takes a while unless you have access to funds that don't need to be repaid, ever, which you can use to pay off the outstanding debts and start right away on the second phase.

I am not sure where your problems lie, but the advice I was given, and followed, and it worked was
1) Get all your credit cards in order, start with the lowest balance pay that one off first and keep on working your way up until you pay the highest one off
2) Don't close any of your credit cards the more open credit you have that you don't use the better
3) Make sure you have a banking and a checking account, it looks good if you save money even if you only put a few hundred in it
4) pay off your car if you can the only debt that works in your favor is house debt

Start paying your debt off one by one. Also, do a settlement with the companies you owe. When taxes come around pay off one or two debts under your settlement arrangements you made. I did this seems to help alot!!Good luck!
