Well, I hope you never go through with your plan but you actually have to provide the money to put in the card. Lets say I have $50 dollars cash and I want to purchase a gift card. I will give the $50 to the cashier and she in turn swipes the gift card and installs the $50 in the card. You can steal all the cards in the stores but they won't have any value "money" in them until you put some value into it.
They must be activated by the cashier before you can use them, or else they will not work. Oh, and stealing is wrong ;-) (seriously!)
