When a high interest credit card is paid off, Zero Balance, can you re-negotiate a new % with cc company?

Had this credit card for 7 years. History is in good standing.

It depends of your credit score and your payment history. It always helps to tell them that you can take your business elsewhere. In addition, you may want to get an offer from another card and tell your current company about the better deal with the other cc company.
try calling and try to negotiate with them. You can also threaten to close the account, since they will do anything to keep you. Its worked for me before.
yes. you can contact them and tell them you are looking at other credit card company's with lower rates. you would like to have your lowered and most will work with you. i seen it on good morning america and i did it with mine it worked.
