What bank in the United States allows a 16 year-old to get a visa check card or similar?

Wells Fargo - My daughter opened up a checking account at 16. They gave her a Visa debit card to go with it. My name is on the account, but not printed on the checks.

Wells Fargo let me have one but I had to get my parents to co-sign for me.

You can't legally sign for anything till you are 18
The issue is that in most states (if not all), the legal age to enter into a credit agreement is 18. I had to be on my daughter's account when she was 16 in order to have a debit card issued. Even then, the bank (Bank of America) would only issue the debit card to me. It was up to me at that point to allow my daughter to use it or not.
