I believe you can always file a police report. You'll need to file where it occurred. When this happened to me at an airport, I assumed I'd have to do it in person, so waited until I passed through that airport again, about 4 months and they still accepted my report. You apparently have happened upon a bunch of patient thieves.

No, it is not too late. The only problem, as with any crime, is that the further away from the actual crime you wait, the more the evidence dries up. In other words, it will be difficult for the police to do anything about it. That said, you should still be able to get a police report, but they may need some sort of evidence that it happened. Otherwise, anyone with credit problems could just claim they were robbed. If nothing else, it does not hurt to ask them! Good luck!
