You should be able to find someone to work within your parameters, but I'm sure they'll gouge you with a massive APR.
If you do a search online, I'm sure you should be able to find someone that can help you out. Or check with your bank.
Obviously I don't know your full financial situation, but for 5 grand, it might be worth your money to tighen up the belt for a few months, gut it out and pay it off without taking a loan, because the interest on a loan like that will be killer.
what kind of debt is it? credit card or loan?
how good is your credit score or your husbands? if one of you have a good score you can apply for the 0% APR on balance transfers credit card. usually citibank and chase cards are the best for this purpose. what you do is when you get the card instead of transferring balances you can ask them to send a check in your name to your address and you can deposit in your bank and use the money to pay of the debt. usually when you get a line of credit of 5K the minimum payment expected on the card every month will be less than $130 you are willing to pay. just pay the minimum payment but save the rest in a high yeild savings account. eg: min payment is $80 then 130-80 = goes to high yield savings account like hsbc direct. when the 0% gets over you can apply for another credit card with 0% apr and get the money and pay off this credit card. keep cycling like this until all your debt is settled.

So you're going to borrow debt to pay other debt. That doesn't change the bad habit. Too many people take this approach only to run up the debt again.
Why not make a zero dollar written budget? Give every dollar a name. Give every dollar a mission. Budget for essentials first, then for credit cards and such.
