Right or not, unfortunately, in many jobs your credit history can be used to judge you employment worthiness. Usually you are asked to sign a release authorizing the release of such data. The idea behind this is that if you have many outstanding debts, or previous bad credit, having a job of pulic trust may put you in a position to choose illicit financial gain over enforcing the law. An example would be; if you were significantly behind in a debt (say $5000 on a home loan) and you were given the opportunity to make a quick $5000 by turning your back on illegal activity what would you choose? Actually, one of my brothers is a police office. LAPD. And he did go through a credit check.
Im not sure if the laws are different from state to state but in CA no you can not work for the police department or become a police officer if you have bad debt.
Simply call the local police station and ask.

I would not be surprised at all if this was the case.
Think about it, if they hire someone as a police officer that has bad credit, they would be a prime target for the bad guys to extort or try and bribe. And because of their bad decisions in the past would more than likely be susceptible to it.
Not trying to be mean, just thinking what would I do in their place.
Most companies, depending on your position, will run a credit check report as part of their background check. I think the most important thing is that you have no bankruptcy, tax liens, nor significant amount of debt. It is a matter of being in the position to be bribed. I currently hold a clearance with both US Department of Justice and Department of Defense. They ran both criminal and credit check. My credit is not perfect, but I have no tax liens or bankruptcy. I did have to provide a written statement along with proof of repayments. Thankfully, my bad debt was from over 7 years ago, and I had proof of repayments. So, don't let it discourage you from applying. Answer that question honestly on the application, and make payment arrangements with your creditors even if it's for as little as $50/month.
The rationale for this practice is that your bad credit may make you less trustworthy and more likely to be corruptible. So, many police departments and security guard companies do indeed check credit. You'll have opportunities in these positions to steal, and the objective is to hire individuals with theoretically less temptation.
I spent many years in the banking world and policemen are notorious for having rotten credit. It may be the case that you have to have good credit to get the job but after that they don't pull your credit again.
I don't know if it is a disqualifier, but I am pretty sure they will look at your credit, and it could be a disqualifier if you have some other issues in your background. Although with their miserable starting salary, recruitment and retention problems, they are taking A LOT of people who they ordinarily would have disqualified.
