1) Pay off ALL money on your credit cards before the end of each month.
2) Do NOT apply for more cards. THis looks bad.
3) Get more money: I know this doesn't make sense, but your limit will go up if you are earning more.
So, good payment history (never late, full amount) and earning more are the only things that can make it go up. It takes time.

Max out your cards each month and then make sure the bill gets paid in full. If the credit companies see that you NEED a higher limit, they'll give you one (but only if you completely pay them off EVERY month).
Pay off the balance and then ask for an increase.
My Chase card had $400 limit with a $0 balance. I asked for an increase and got $700 (I think I asked for $1000).
I applied for another Chase card and got a $4000 limit.
If your available credit limit total is $800, and you have admitted that you have trouble paying off the cards, what makes you think you're responsible enough to handle a higher credit limit? I've never even heard of credit card limits that low before, and you have to prove to them that you can pay off your debt before they loan you more money. It's like borrowing money from your parents. If you haven't paid them back what you've already borrowed, why would they give you more? Perhaps you need to re-evaluate your situation.. Sounds like you're not ready to have access to more money.
