Can a debt collector refuse payment because its not by credit card?

Sounds like a scam to me. Tell them you only pay your debts by check or money order so that you will have a paper record of all your transactions. If he is unwilling to take the payment in the method offered then tell him to take a hike and to call you back if he changes his mind. I suspect you will get a call back in very little time. You have the right to pay for your debt any way you want as long as it full-fills your debt obligation. The debt collector has no right to tell you to use credit card. Just send them your payment and you can forget about the whole thing.
