Don't know what you mean by a starter loan but would guess you mean something where you can begin a good credit rating. I would suggest buying some small things on credit. Clothes or furniture for example. Buy them on time for short periods (6 to 12 months) and try to make double payments to pay the amount charged off sooner then required. But don't get carried away charging up more and increasing your amount charged as that could lead into troubles for you in a long run.
