Ok my FICOs dropped to 640.could i still apply for the best interest rates with a mortgage in California?

I want to buy this home in Palm Springs for $350,000 it's really nice but my FICos are 640, 639, 678

Yes.if you are in Los Angeles,CA lender's like National City will give you the best interest rates for those fico scores..and given that your loan amount is rather small.it makes it easier to get even better rates.
With those scores, you could probably qualify for a loan, but will most likely not get the best interest rate, and will end up paying a higher interest rate, depending on which lender you go with.
