First you need to find out the credit scores because there is bad credit and then there's really bad credit. By loans, do you mean credit cards, auto loans, or personal loans. Provide a little bit more info. and you'll probably get better answers.
For credit cards, capital one and orchard do bad credit lending. Be careful about super high APR. If it's a personal loan try beneficial or providian.
I don't know much about this, but you could try Capital One, they give anyone a credit card so I think they would give anyone a lone too.

It is nice of you to want to help. But don't make the mistake of co-signing anything for this person. Bad credit is bad credit deserved. I don't care how much money you have or don't have, if you can not pay a bill there are ways of working with ANYONE you owe money to. Bad credit occurs when you do not keep up your end of the bargain. Which does not say much for the kind of person that did it. I am sorry, this may sound harsh but there is never a reason for someones credit to go bad if they take the time to work with the individual/company they owe the money to. Just doing that prevents a lot of hardship. And in the end because people don't do it the hardship ends up on them. Then they want to whine about it.
