If that is what you are asking, yes there is a SOL in Texas for those two debts you listed.
Both of those would fall under a 4 year SOL.
The phone bill SOL would start when your first became 30 days late and never brought the account current leading to the charge off of the account.
The medical would start from the day of service. BUT, medical SOL is a little tricky. If your only defense, should you be sued, is SOL than you may not have a defense.
