Can you ask your credit card company to stop paying a recurrent item?

Or would they tell you something on the line of "it's up to you to cancel the subscription with."?

Answer:
Unless you arent the one that purchased the subscriptions and its fraud you would be responsible for cancelings the it.

Stinks I know.
Your credit card company will honor any payments you have setup until you cancel them with the original vendor.
I have found the only way to stop the problem is to send the request in writing and make sure you receive a receipt back from the company showing the letter was accepted. Then you have something to fall back upon so they will have to reverse any new charges. I also recommend sending a copy to your credit card company that are giving you the recurring charge and not wishing to reverse the charges. It will be worth the time and very little expense to go the post office and stop the recurring insanity.
