Hello, I have had lots of experience with this.
They have to follow the laws where you legally reside.
UNLESS,
You lived elsewhere and acquired a debt say a in house account at a gas station or something, Bad check, Etc then you moved. those debts can be enforced in the state you made them.
CC Companies follow laws in your state of residence.
They go by the State you live in.
They must follow the state where you live on. The location of the creditor has no bearing on it.
In the event you move to another state, the creditor may use either state to determine the correct SOL
If you read the TERMS AND AGREEMENTS, it will more than likely say "The laws of the state of Virginia apply, no matter where you reside" or something like that. If your SOL is longer than VA's, I would argue that according to their terms, both parties are bounded by this (seeing as they will argue that the terms are a written instrument.
