Can you make purchases on a secured credit card for more than the amount of your security deposit?

Not normally, but if you have a history, you can probably call them for a special request and have them do it for you one time. I have had to do this before once while renting a car - I was short by $5 and absolutely had to do it - they refunded a few of my monthly fees to make it work for me.

It depends. Some secured credit cards are only partially secured, meaning that if your deposit is $1000, they might give you a credit line of $1500. You need to understand what your credit limit and current balance are, not what your deposit amount is, to understand how much you can charge.
