U cant get one all by yourself but if ur parents are a main user they can allow u to be an authorized user that way u get ur own credit card but the party ultimately responsible for the debt is ur parents. I got mine at the age of 15 like this.

It doesnt really matter the state...it matters more to the credit card company you're applying for and their terms and conditions. When you apply, they're gonna ask for your date of birth, your source of income, how long you've worked there, your work phone number, if you rent or own and a bunch of other stuff. You might just want to try a bank debit card with a Visa or Mastercard instead if you have a checking account.

Technically you can't be held to a contract. You can sign one and the bank can give you a card. But at any time in the future before your 18th birthday you could say you didn't know what you were doing and the big bad bank took advantage of you. They would have to rescind the whole deal and give you all your money back. There are exceptions to this rule. You can enter in to a contract and be held liable for neccessities.
