If I were to go to school in Europe would it be easier for me to get funding for school?
Answer:
You would be taken care of so much better there than in our own country that I can't even begin to describe it. Sweden is a case in point. You would have no trouble about anything if you were a Swedish citizen. Of course, they don't waste all of their money on useless wars.

No.you would get nothing in Europe if you are American. Of course, if you become a citizen of a European country, then it's a different story.
Yes, it would be easier to fund it (with the exception of Britain). In Europe schools have much lower fees than in the US. You can find a lot of useful information about studying in Europe on this website: http://www.interedu.com/
If you can get a visa and are able to support yourself there are no school fees in any European country I can think of, except for private schools, of course. The question is, would your country acknowledge the exam results?
University is different, at least all English speaking countries demand hefty fees from non-citizens.
In Germany there is a non-academic training for the profession of "reisekaufmann" (~travel agent) where you even get paid during training, albeit a small sum.
