Reporting a harrassing collection agency.?

Check out section 804, 805 and 805 of this site: http://www.ftc.gov/os/statutes/fdcpa/fdc... These are the federal laws concerning Fair Debt Collection. As you can see, just by telling you of the debt,(since it is NOT your debt) they are in violation. She will need to notify the Federal Trade Commission and if you can, keeo the messages saved to prove they did knowingly violate the law.

I would do four things:
(1) Call the company and speak to a supervisor. You can probably find it on the internet. Explain that they have the wrong number that they are harassing you and that if they continue you will contact the better business bureau and the state's attorney general. Tell them that they call multiple times a day and it is unacceptable.
(2) Keep a record of every time that they call you. You can use that in the future if you have to do so.
(3) Contact the Better Business Bureau of your state. (You can find them on Google). File a complaint.
(4) Contact the Attorney General of your state. (You can find them on Google). File a complaint.
This happened to us and we contacted the better business bureau and the attorney general, which caused investigations into the company by both agencies. I also got a call from the VP of the company and a formal apology...
...and most importantly, they stopped calling.
