Why Hong Kong and Singapore are always in the top of the index's list of economic freedom?

Hong Kong is still without direct elections for its legislature or its chief executive, and a proposed internal security law threatens press and academic freedom as well as political dissent. In Singapore, freedom of the press and the right to demonstrate are limited; films, TV, and other media are censored; preventive detention is legal; and you can do jail time for littering.

Answer:
Index of economic freedom is not qualitative in nature but quantitave, so arab country can score well but it wont care whether women have no rights there therefore its rating system is not exactly understood well, even the IMF beleives that this index is skewed towards capitalism.

For Example

Scandinavians have ranks close 30s but there quality of life is the best like in human development index , canada is ranked much lower than USA because it has higher taxes but go to canada and you would realise that life is actually more peacefull there.

index has a big drawback countries tend to perform at a similar level so if they had top ranks for the past few years they are most likely to retain them future, I think you should look at HDI and GCI they are better indexes.
