Can a person use a ncaa school's logo on a garmet,ballcap ect..as long it's not for profit?

same as question above but if that person wants to make a profit what are the steps to take and how much money would it cost?

No, the logo is proprietary of the NCAA and any use must be licensed. Even if its use is for non-profit use.

You may try a couple licensing offices for the NCAA to see if you can't get any more information:
