How many packages has FedEx shipped since it began and do they re-use tracking numbers?

i don't think they've ever reused tracking numbers ... think about it, those numbers are 12-16 numbers long and they use alphanumeric (A-Z and 0-9) digits. That's a total of 36 possible choices for one digit and you have 12 digits to work with, leading to billions, if not trillions, of possible combinations.

FedEx would have to exist for a few centuries before reusing them (a likely possibility). By that time, I'm pretty certain there won't be confusion involved ("Look, sir, it says here that the package was delivered 326 years ago, clearly showing our prompt service!").
