My boss is so miser, no on time salary, no facility, no water in office etc... If i speak him directly he became anger. Should i change the Job or what you think? What is the way to speak him directly with out making him angry? The reason behind he is my uncle but not professional in any office matter.

I'd say you need to look for a new job. Working with family is difficult...working with ANGRY family is impossible.
Save your sanity and maybe your relationship with your uncle...get a new job.
