What effects will a company have if there was no code of practice?

now how could you run a company with no code of practice it wouldnt be possible chaos is what you would have
I'd say none because nobody reads those things. But it would leave them vulnerable to lawsuits I guess if someone didn't follow the rules and they weren't able to hold them liable.
