What are some problems getting a capital project funded?

I guess this all depends on what kind of company or corporation you work for.I've tried to get a few "initiatives" launched only to have them shot down for 1 reason or another.My dept. doesn't see the public, so public relations is not in question. A lot of the time,its budgetary constraints.I hated it when someone elses project goes overbudget,but somehow gets justified even thought the gain in production/efficiency was negligable to begin with.Politics in play.Launching a project at the proper time is key.I'm talking about a time when your co. isn't shelling out 70K to make all the watercoolers recess into the walls thus giving a safer walking area.I'm talking about a time when your boss' boss needs a good idea for a feather in his cap.It all sounds so simple, but getting everyone on board, getting it in budget,done on time, and implemented with minimal change is quite an accomplishment!
