Music Publishing Companies.
These are companies that bands sign up to manage their music being published and for managing royalties. A band can easily get a record deal, but a publishing deal is a bit harder as the publisher will actually promote your music to advertising agencies, and ad agencies have to approach publishers to get the rights to use the music.

An ad agency could pay very little or quite a lot to use a particular tune, and some bands will do very well out of not being paid to use the music, but in royalties and increased sales due to it being played.
Advertising agencies contact the performing rights society and a fee is negotiated on behalf of the composer and artist and any others involved in the copyright of the music. The fee is paid and the music can then only be used on the advert named. The fee might be paid for using the music or paid every time the advert is used. It is flexible but the artist or composer gets a good payout.
record company gets the add dosh,if they own the rights to it .when an artist is in PRS they will get paid at the end of year ,if say there song was played 108 times on the radio .Years ago they would get about £75 per play.

A add on TV the other week about tea, got the artist the re record the song so the artist could keep all the advert dosh.

At the end of the day a record company is just like a bank they pay the artist to record songs and promote them , then they get it back from sales.
Complex question. If they don't use the whole tune or song they aren't in breach of copyright - like quoting from Shakespeare is OK - copying the how book isn't. The music is quite often out of copyright - as used in Heartbeat and the Royal - that is for the singer - not the writer.
