Solution to outsourcing?

Why would you want to do this? Taxes are paid by the consumer. Why do you want to raise his cost? Companies outsource because this is the least costly route to accomplish something. Arguments against outsourcing are generally based upon "saving jobs". It is as dumb to artificially save jobs by preventing outsourcing as it would have been to save buggy whip manufacturing jobs by taxing cars when the automobile came along.
The solution is for workers to develop a set of job skills that are portable and for governments to enact laws that enable the portability of pension and health plans. That way, if a worker loses his job he can seek another and he still benefits from lower cost outsourced goods.
