Wouldn't think so, as there are lots to choose from.

I think that this is the case. As all universities have the same principal source of funding and are therefor subject to similar political control, their behaviour is probably more uniform than the component members of a commercial oligopoly.

An oligopoly is where a handful of organisations dominate the entire market. It's one down from a monopoly.
Then again, I guess it depends where you live and how specific your study interests are. But overall, I'd go with "no". Universities are pretty equal in terms of competition.
