All of my bills are for services rendered except for water rates.?

What gives them the right to charge me for a service that I may not use.I.E a bill at the begining of the year when anything could happen.

Answer:
To answer your question, the law gives them the right to charge you. It may be morally wrong, it may be annoying, but they have the law of the land is behind them.

If you want to change things ring up your water company and ask them to install a water meter. They'll bite your hand off and in future you will only be charged for water you actually use.
what
dig a well, put in a septic system, and turn the water meter off!
I get my water bill every two months for water used
the only one I get for service NOT used yet is my Cable Tv/ internet use.. billed one month in advance
I agree with you that it is wrong. BT do the same for your line rental.
never use water
You can get your bills charged monthly instead.
