How to let the clients answer my mail on the quotation?

Don't badger your clients or bombard them with mail. If you didn't win the contract, they are not really obliged to tell you why if they don't want to.

Whenever you send a quotation, always make sure that you know who to forward the letter to. After a day or two call the department and ask if they received your letter. It is better to send quotations via fax or try to schedule an appointment so that you could personally negotiate with the department head.
You should be patient. The customer shall contact you if they need your products/service. You may write badly but it's not much important. Profit from your products is important.
