I was once quoted a price (UK) for a purchase of 6 Dell Laptops. They then changed the price upwards in their written offer.
So maybe your experience is not that rare.
Also if you get your computer set up at home by Dell they frequently use sub contract staff.
As for salesmens offers high interest rates and late fees, always get the offer in writing and read it carefully.
