Its really going to depend upon the size of company. Smaller companies will be open to those with less experience, because generally speaking the work load and level of complexity is considered to be less.
Larger companies will look for someone with at least a bachelors degree and 7-10 years experience in finance, most of which in a position as controller or comparable to controller.
Smaller companies will look for someone with a bachelors degree but maybe not mention anything about a higher level education than that, with 4-7 years experience in fiancne, 1-3 of it in a controller position or something comparable.
You're right about the catch 22.I've experienced that as I tried to climb the professional ladder. My suggestion to you (as i did) was to emphasize experience in tasks that prepare you for a position like a controller..like review of work, preparation of financials, oversight of employees...things like that.
By performing job searche for controller on various websites, it appears to be 10 years or more, with at least 5 in Controller responsibility. I beleive it would depend on the size of the company, and whether it is private or public. A small private real estate office for example, would have a Controller and perhaps 1 or 2 accounting staff whereas a large publicly traded company will have the VP of Finance, Controller, Assistant Controller, Managers, and staff.
If you want an easy way, try looking at hotels. I know plenty of 21-25 year old controllers of hotels (which require minimal experience, and no degrees) that go on to be very successful in other businesses
